The council has consulted on the scope of the Leeds Local Plan in the summer of 2025.
This technical note explains the role of the Green Belt in Leeds and how it is being considered as part of the preparation of the Leeds Local Plan.
Planning system reforms introduced through the Levelling Up and Regeneration Act are changing how Local Plans are prepared. The Council is reviewing how the Local Plan will progress, as presented to the Development Plans Panel on 27 January 2026.
Current stage: analysis and evidence gathering
At present, responses received during the issues and options consultation are being analysed. Evidence gathering continues to inform the next stage of the Leeds Local Plan. This process includes undertaking technical studies, conducting site assessments, and ensuring the plan’s alignment with national planning policy.
An interim update has been provided following the recent round of public consultation, which closed on 15 September. The Development Plans Panel met on 16 September 2025.
The subsequent stages of the Local Plan will be shaped by the feedback received during consultations and the ongoing evidence gathering. Future consultations will be announced on the Council’s website.
Technical work and evidence base
The development and refinement of a robust evidence base underpin the Local Plan, allowing for well-justified policy positions. Key areas of technical work include:
- Greenbelt Assessment
- Spatial Strategy Development
- Landscape Sensitivity Analysis
- Gypsy and Traveller Site Land Allocation
- Strategic Flood Risk Assessment
Infrastructure considerations are also being addressed to inform plans for schools, health institutions, and transport options, aiming to understand current capacity and pressures and improve access. Viability assessments are underway to guide policy options, expectations, and requirements across the district.
