Leeds City Council is preparing a new Leeds Local Plan, shaping how places grow and develop across the district. They set out where new homes, jobs, infrastructure and community facilities should be located. Supporting regeneration and environmental improvements and provide clarity for residents, businesses and developers.
Once adopted, it will replace the existing Local Plan and form the basis for planning decisions.
The plan is being prepared under the new national planning system, which introduces a clearer timetable and structured stages for plan-making.
Current stage and next steps
Help shape what topics the Local Plan should cover and how we should involve communities and stakeholders as the plan progresses. This consultation runs from Wednesday 24 June 2026 to Wednesday 5 August 2026
