Under the new national planning system, we are required to publish a notice of intention to commence Local Plan preparation. This is to provide communities and other stakeholders with advance notice of plan‑making so they understand when and how they can get involved in preparing the new Local Plan. The Plan will take into account the consultation already held in Summer 2025.
Notice of intention
This page gives notice of the intention for Leeds City Council to begin preparing a new Local Plan for Leeds (which will be titled the ‘Leeds Local Plan’) in accordance with The Town and Country Planning (Local Planning) (England) Regulations 2026.
The Leeds Local Plan will apply to the administrative area of Leeds City Council (ONS Code: E08000035).
The Leeds Local Plan will set new planning policies, designate areas for protection and allocate land for development for the district (including policies for minerals and waste) within a single, district-wide, plan.
