What is the Leeds Local Plan?
The Leeds Local Plan is a set of official planning documents that guide how land is used and developed across the Leeds district. It:
- is a legal framework that shapes development and land use up to the year 2042
- sets out the Council’s vision and strategy for sustainable growth
- guides planning decisions to ensure development meets the needs of communities and the environment
By having a Local Plan, the Council can better manage where new homes, businesses, and services are built - ensuring the right development happens in the right places.
While the new Local Plan is being prepared, existing policies in the current Local Plan documents will continue to guide planning decisions.
About the current consultation
We’re currently in the “Issues and Options” stage of the Local Plan process. This follows the scoping stage held in early 2023, where we received over 1,000 public responses.
At this stage, we’re asking for your views on:
- what the new Local Plan should include
- the types of policies that should be developed
- suggest potential sites for development
Your feedback is vital in shaping the future of Leeds.

Leeds Local Plan: A Planning Framework for Development (2022 TO 2042) – issues and options document for public consultation (regulation 18)
The city council has published, for comment, Leeds Local Plan: A Planning Framework For Development (2022 To 2042), Issues and Options document (in fulfillment of the requirement to notify and invite representations as part of Local Plan preparation under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012). This Leeds Local Plan sets out the authority's approach to planning policy and new development across the district for the period up to 2042.
Based on the ‘Issues and Options’ presented within the consultation material, it is proposed that the overarching ambition for Leeds Local Plan is for it to be a plan that reflects the character, needs and requirements of the diverse places within the District; and enables the right amount of development, of the right type and quality, to come forward in the right places, while addressing climate emergency and improving residents' health and wellbeing.
The Leeds Local Plan is a detailed document that covers many different topics. But it also raises some important questions that you might want to have your say on:
Distributing Development | What should be the overall approach to where new homes, business and other types of development are located in Leeds? |
Housing and Affordable Housing | How should we ensure that the right size, type and tenure of housing is development to meet the needs of different people across Leeds? |
Economic Development & Employment | How should we support new jobs, and retain existing jobs, by planning for the needs of businesses across Leeds? |
City, Town and Local Centres | How should we support the role of centres and respond to the changing role of the high street? |
Minerals and Waste | How should we plan for the extraction of minerals and plan for the needs for waste processing? |
Transport and Connectivity | How should we use planning and development to enable more people to travel more sustainably? |
Landscape and Rural Development | How should we protect important landscapes and open areas, and support the vitality of rural communities? |
Placemaking | How do we guide and make sure that new development is designed to high standards? |
Carbon Reduction | How do we reduce our carbon emissions and generate renewable energy? |
Flood Risk | How do we avoid, reduce and mitigate the risk of floods? |
The Environment | How should we plan for greenspace and the natural environment? |
Supporting the Delivery of the Plan | What funding is needed to support delivery of the plan? |
Call for sites
In order to meet the needs of our residents and businesses up to 2042, the Local Plan may need to identify additional land for development. So that we can look at all potential options for this and choose the most suitable sites where they are most needed, we also want to hear from anyone who has any suggestions for sites that should be considered when we are developing the Local Plan.
Period for submission of comments
Comments are invited on the Leeds Local Plan Issues and Options Document and Sustainability Appraisal Scoping Report for a period of 10 weeks, starting on Monday 7th of July until Monday 15th of September 2025. This statement provides details on how to make comments.
How to view the documents
The dedicated and accessible website Have Your Say Today - Leeds Local Plan will be home to all the information contained within the draft Local Plan. This includes separate sections for the different topic areas.
This means people can read the whole draft plan or just the areas that are of interest and can contribute their views using our online surveys whether they have read the documents in detail or having read a shorter, more summarised version.
The consultation will be carried out in accordance with the Statement of Community Involvement.
You will also be able to access consultation material at libraries and community hubs as well as the council’s main office at Merrion House, 110 Merrion Way, Leeds, LS2 8BB.
Over the coming weeks, members of the council’s planning team will also be arranging drop-in sessions so people can find out more about the Leeds Local Plan. The details are available on this page.
Submitting your comments
This is an important piece of work, and it is crucial that we hear from everybody that wants to comment on our Local Plan, making sure we gather the views of as many people, businesses and stakeholders as possible, so the comments gathered represent varied views from all people and sectors across the city.

This Issues and Options consultation on the draft Local Plan will run until Monday 15 September 2025.
The Plan is in early stage of the process. We will continue to seek people's views as we progress, so that we can develop an updated Local Plan which represents the ambitions of our city as a whole.
The intended next stage is known as ‘Publication Draft Plan’. This will be where we carefully consider the comments you have sent us alongside evidence that we have developed, to identify and present policies and sites. This will likely be subject to public consultation in Summer 2026.
Notification
Unless you specify otherwise, if you make a representation, we will notify you of future stages (including further public consultation). Correspondingly, your representation may be accompanied by a specific request to be notified at a specified address of any of the following:
- the submission of the Local Plan for independent examination;
- the publication of the recommendations of the Inspector who will be appointed to carry out the subsequent examination; and
- the adoption of the Local Plan.
