Exemptions from the Community Infrastructure Levy (CIL)

Some developments are exempt from paying the CIL. These include:

  • self-builds
  • social housing
  • charities

See the Planning Portal for details of the types of relief available and the forms to claim an exemption.

You must send us all of the relevant documents before starting work. Failure to do so means you will have to pay the full CIL amount plus a surcharge, even if your development qualifies for exemption.

Discretionary charitable relief

Please note that Leeds City Council does not provide an exemption for discretionary relief for charitable investment.

Exceptional circumstances relief

If there are exceptional circumstances which mean that the amount you would have to pay for CIL is unviable for some reason, we may grant partial or full relief from CIL. FInd out more in our Exceptional circumstances policy.
