You must submit all of the relevant documents before starting work. If you don't you will pay the full CIL amount plus a surcharge, even if your development qualifies for exemption.
Some developments are exempt from paying the CIL. These include:
- self-builds
- social housing
- charities

Discretionary charitable relief
Please note that Leeds City Council does not provide an exemption for discretionary relief for charitable investment.
Exceptional circumstances relief
If there are exceptional circumstances which mean that the amount you would have to pay for CIL is unviable for some reason, we may grant partial or full relief from CIL. Find out more in our Exceptional circumstances policy.
