Home Upgrade Grant (HUG) 2 eligibility checker privacy notice

This notice is provided to meet the requirements of the UK General Data Protection Regulation (GDPR) and the Data Protection Act 2018 (DPA) to provide transparency in how we process personal data for the Home Upgrade Grant (HUG) 2 grant scheme.

This privacy notice will be subject to ongoing review to ensure it continues to align with the requirements of the scheme and all applicable legislation.

Purpose of this privacy notice

The Department for Energy Security and Net Zero (DESNZ) has launched an online eligibility checker to enable you to determine whether you may be eligible for the HUG 2 grant scheme. Where you use the eligibility checker and are found to be eligible for the scheme, DESNZ will forward your data to Leeds City Council to allow us to contact you.

Both Leeds City Council and the DESNZ are acting as independent data controllers for your data and we have a data sharing agreement with DESNZ. This privacy notice does not cover DESNZ and how they use your data. You should read their privacy notice to understand how they will use your data.

What information we process and why

We will receive details of people found to be eligible on the online eligibility checker from DESNZ, and pass this data to us to contact those people to maximise the number of Leeds' residents who can access the HUG 2 grant and have energy efficiency improvements made to their homes.

What information we collect and why

We do not collect any information from you other than that provided by DESNZ, which DESNZ has already collected online.

Information we will share

There is no information we will share with DESNZ in respect of the HUG 2 eligibility checker.

Lawful basis for processing personal data under GDPR

We will use your information to carry out tasks that are in the public interest (GDPR, Article 6(1)(e)) or in the exercise of official authority vested in the data controller, such as the exercise of a function of the Crown, a Minister of the Crown, or a government department; the exercise of a function conferred on a person by an enactment; the exercise of a function of either House of Parliament; or the administration of justice. In this case, to ensure we are able to provide energy efficiency installations via the HUG 2 scheme to eligible households.

Special category data

Special category data will not be expressly requested in connection with the eligibility checker.

Retention

We will retain your data for as long as it is required to fulfil the purpose it was collected or for as long as is required by legislation. Your data will be securely deleted no more than two years after the funding period for HUG 2 has ended i.e. 31 March 2027.

We are strongly committed to data security and will take reasonable and appropriate steps to protect your personal data from unauthorised access, loss, misuse, alteration or corruption.

Automated decision making

By the time your personal data has reached us it will have undergone some initial checks undertaken by DESNZ. This will not involve any automated decision making. These initial checks are undertaken for the purpose of prevention and detection of fraud for example, or to determine whether a property or person is likely to be eligible for the HUG 2 grant scheme.

We have in place physical, electronic, and managerial procedures to safeguard the information DESNZ has supplied to us.

You have the right

  • to request information about how your personal data are processed, and to request a copy of that personal data.
  • to request that any inaccuracies in your personal data are rectified without delay.
  • to request that any incomplete personal data are completed, including by means of a supplementary statement.
  • to request that your personal data are erased if there is no longer a justification for them to be processed.
  • in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted.
  • to object to the processing of your personal data where it is processed for direct marketing purposes.
  • to object to the processing of your personal data including the right to object to automated processing.
