9. Council’s proposed main modifications

Following the outcome of the legal challenge, we have reconsidered the 37 green belt sites and propose that they should remain in the green belt. Up to date evidence shows that sufficient non-green belt land is available to help deliver the overall housing requirements for Leeds, without the need for green belt at this time.

This means that under the remittal process, we propose that the 37 green belt sites be deleted from the Plan. To that end, the council has proposed main modifications to the plan to delete the 37 sites as housing and mixed-use allocations. This change is the subject of this consultation.

Consultation

Before submitting proposals to the Secretary of State, comments were invited on whether these 37 proposed main modifications were considered to be sound.

Consultation to the remitted part of the Site Allocations Plan took place over a 6 week period from 5 January to 16 February 2021. The proposed council’s main modifications consultation is now closed.

Due to the current restrictions arising from the coronavirus (COVID-19) pandemic, we have published an Interim Statement of Community Involvement (SCI). This means our consultation activity and materials made available online. 

Next steps

All duly made representations received during the consultation period will be considered by the council. Comments received will be submitted to the Planning Inspector for consideration.

The Planning Inspector will advise on the process and timescale for the examination of the SAP Remittal including the date of the hearing session.
