Request a vehicle crossing outside your house

Find out how to request a dropped kerb outside your home to allow vehicle access from a road, across a footpath and to your driveway.

A vehicular crossing is an area of lowered pavement and kerb which is used to give access to vehicles from a road across the footway and onto a driveway or parking area.

It is against the law to drive across a public footpath without an authorised vehicular crossing as damage will be caused to the footway or services underneath.

Costs

Site inspection

We charge an initial fee of £55.06 to carry out a site inspection.

Our inspection fee is non-refundable and there is no guarantee you will be permitted to construct a new crossing.

Construction

You will need to arrange your own New Roads and Street Works Act (NRSWA) accredited contractor to provide a quote for the construction costs and carry out the works at your own expense.

A standard crossing usually costs around £1,500.

Additional charges

If there is an obstruction to the proposed crossing such as a street lamp, BT column or similar, the utility company may consider relocating the obstruction if possible. This is a chargeable service.

Following a successful initial application, a NRSWA accredited contractor will need to apply for a Section 171 licence to gain permission to excavate on the public highway. This should be submitted to RASWA.forms@leeds.gov.uk and will incur a fee of £345.90.

Considerations

There are some things to consider before applying that can help speed up the process:

  • there must be enough space for a hard standing to be constructed within the boundary of your property. There must be a minimum of 5 metres distance between the boundary and the property

  • if your property is a former council property, you will need to contact your local housing office to get permission
  • if the crossing will be accessed from an A, B or C classified road (for example, the A58) or passes over non-highway land, you will need approval from planning services. For help and advice, call planning services on 0113 222 4409

What happens next

Once we receive your application, a highways inspector will contact you to advise you of the next steps. They will also provide details on how to make the required inspection fee payment of £55.06, which must be received before the inspection can take place.

An inspector will then arrange to visit the property and if all requirements are met, you will receive a commencement letter giving permission to proceed with construction.
