Park Avenue / West Avenue, Roundhay traffic calming scheme

FOI-003859

Please treat this as a request under the Freedom of Information Act 2000 for recorded expenditure by Leeds City Council on goods supplied by Cefndy Healthcare, also appearing as Cefndy Healthcare & Manufacturing or Denbighshire County Council trading as Cefndy.

I refer in particular to the Assistive Technology Equipment for Daily Living framework awarded in June 2022 and running to May 2026. My request concerns actual council purchases, not the advertised value of the multi-supplier framework.

For each financial year 2021/22, 2022/23, 2023/24, 2024/25 and 2025/26, plus 2026/27 to the latest available date, please provide:

1. The aggregate amount paid by Leeds City Council to Cefndy for equipment, from existing purchase ledger or supplier-spend records. Please specify whether the figure is net or gross of VAT and whether credits/refunds are included.

LCC paid the following amounts for equipment in the years asked from the equipment budgets:

21/22 £64,082.96

22/23 £12,117.36

23/24 £9,740.87

24/25 £14,815.22

25/26 £9,002.58

26/27 £2,584.48 to 21st October 2026

The above amounts do not include VAT

2. If readily held, the number of orders or call-offs and/or total invoiced value for the same supplier in each year.

Unfortunately, we are unable to comply with your request because we estimate that the cost of determining whether the requested information is held and of locating, retrieving and extracting that information would exceed the appropriate limit set under section 12(1) of the Freedom of Information Act 2000. The appropriate limit for local authorities is 18 hours of officer time as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.

The information requested in the above question is not held in a centrally reportable format and would require a manual review of individual records. The Council estimates that undertaking this work would take over 18 hours and as this exceeds the statutory limit, the authority is not obliged to comply with the request.

3. Explicit confirmation of £0 for any year with no recorded purchases, distinguishing this from years when no information is held.

Please refer to the answer for Q1 as we have spend in the years requested.
