1. Whether the Council uses, in whole or in part, elements of the Government Digital and Data Profession Capability Framework (sometimes known as DDaT or GDaD) for its own software development, technology or digital roles — for example, job descriptions or role profiles adapted from it — even if the framework as a whole has not been formally adopted. A brief yes/no and description is sufficient.
Yes, in part. The Integrated Digital Service's existing technology and digital job descriptions are not formally aligned to the Government Digital and Data Profession (DDaT) Capability Framework. However, as part of current workforce development activity, capability frameworks are being used to support skills assessment and development.
The Integrated Digital Service is primarily using the Local Government Association's Cyber, Digital and Data (CDDaT) framework, which better reflects the broader, more generalist nature of many local government roles. Where more specialist roles or capabilities are required, relevant elements of the Government DDaT framework are also used because these provide greater specialist depth.
The frameworks are therefore being used as inputs into skills and capability development rather than having been formally adopted wholesale for existing role profiles.
2. Whether a market pay, recruitment and retention, or other non-standard pay supplement is applied to software development, technology or digital roles, and if so, the current rate or range and which roles it applies to. No pay supplements are applied to any role within Integrated Digital Service.
3. Your most recent organogram, structure chart, or workforce snapshot showing the current headcount of staff in software development, technology or digital roles (however titled internally) by grade or band. Total Head count in Integrated Digital Service which includes Software Development, technology & Digital Roles = 362. See Spreadsheet showing job titles by grade.
4. The current number of open/unfilled permanent vacancies in software development, technology or digital roles, and, if separately held, a current average or typical time-to-hire figure for these roles. Total number of vacancies in Integrated Digital Service which includes Software Development, Technology or Digital roles = 74. Please note that these posts may not having funding so potential will not be filled. Unable to provide time to hire figure as this depends on whether the role is filled internally or externally.
