Expressions of interest are invited for the lease of the former Rothwell Children’s Centre, forming part of the Rose Lund Centre.

The council seeks proposals from organisations interested in occupying the premises, particularly those delivering community-focused uses aligned with the current planning designation.

Property details

  • Approximate size: 2,562 sq ft (238 sq m).
  • Located approximately 5.1 miles south-east of Leeds City Centre.
  • Situated between 2 football pitches used by Rothwell Town AFC.
  • Shared car parking available with Rothwell Town AFC.

Access

The property is accessed from Sixth Avenue, Rothwell.

Planning

Use of the property is currently restricted to community centre use with associated changing facilities. Parties proposing an alternative use (subject to planning) will be required to:

  • enter into an Agreement for Lease conditional upon the grant of a satisfactory planning permission for a change of use
  • at their own cost and risk, use all reasonable endeavours to obtain all necessary planning consents prior to completion of the Lease

The Agreement for Lease will include appropriate provisions relating to planning, including a longstop date, and provisions dealing with failure to obtain planning permission.

The council will reserve the right to refuse or accept any proposal at its absolute discretion and is not obligated to accept any proposal received. 

Tenure

The property is available by way of a new lease on terms to be agreed.

Condition

The property will be let in its current condition.

Interested parties are advised to satisfy themselves as to the condition of the premises and should rely on their own inspections and surveys.

Outgoings

The tenant will be responsible for:

  • internal repairs
  • utilities
  • business rates
  • waste collection

The council will:

  • insure the structure of the building
  • recover this cost via a service charge

Utilities (gas, electricity and water):

  • initially paid by the council
  • recovered via the service charge

Service charge

A service charge will be payable in respect of:

  • maintenance
  • repair
  • management
  • building insurance
  • utility costs

Current service charge: approximately £12,000 per annum, inclusive of gas, electricity and water, and subject to annual review and reconciliation.

VAT

All figures quoted are exclusive of VAT. VAT will be payable where applicable.

Rent / proposal requirements

Interested parties are invited to submit:

  • rental offers in excess of £10,000 per annum 
  • details of intended use
  • evidence of financial standing
  • organisational structure and relevant experience
  • community benefit (where applicable)

Rateable value

  • Rateable Value (2026 Rating List): £8,100.
  • Rates payable: approximately £3,499 per annum.

Interested parties are advised to make their own enquiries with the Valuation Office Agency and the relevant billing authority to confirm the current rates payable and any eligibility for relief.

Energy Performance Certificate (EPC)

The property has an Energy Performance Asset Rating of C.

Viewings are strictly by prior arrangement. Viewings will be held during normal office hours, most likely on Wednesdays or Fridays.
