Hate crimes and incidents

You are a victim of a hate crime or incident if someone has targeted a crime at you or behaved badly towards you because of your protected characteristics.

Types of criminal activity

Some types of antisocial behaviour that are considered criminal acts should be reported to the police first, as we work in partnership with West Yorkshire Police.

If after their investigation our involvement is required, they will make a direct referral to us. The types of antisocial behaviour that are considered criminal acts include the following:

Antisocial use of fireworks

It is illegal to supply adult fireworks to those under 18. It is also illegal to throw, cast or fire any firework in, or into, any highway, street, thoroughfare or public space. Fireworks should never be discharged without lawful authority or excuse within fifty feet of the centre of a highway, which consists of, or comprises a carriageway, and as a consequence the highway is damaged.

It is also illegal to let off fireworks between 11pm and 7am except on the following celebration days, during the following times: 

  • Bonfire Night, between midnight and 7am
  • New Year’s Eve, between 1am and 7am
  • Chinese New Year, between 1am and 7am
  • Diwali Night between, 1am and 7am

If any of these are applicable, this is criminal behaviour and must be reported to the police by calling 101 or you can report
non-emergency crime online. Only call 999 if an emergency.

If using fireworks to celebrate an event, it’s best practise to let neighbours know so they are aware of the noise to expect.

Domestic violence

Domestic abuse is criminal behaviour and should be reported to the police.

If someone is in immediate danger call the police on 999. If you cannot speak, press 55 when you are prompted and listen for more instructions. You will be able to conduct your whole call in silence if needed.

Harassment or intimidation

This is criminal behaviour and must be reported to the police by calling 101 or you can report non-emergency crime online. If a crime is in progress dial 999.

Sex workers, brothels or sexual acts

This is criminal behaviour and must be reported to the police by calling 101 or you can report non-emergency crime online. If a crime is in progress dial 999.

Verbal abuse

This is criminal behaviour and must be reported to the police by calling 101 or you can report non-emergency crime online. If a crime is in progress dial 999.

Drugs being sold or used

If you have witnessed drugs been sold or used at a premises or in a garden, yard or flat stairwell, this is criminal behaviour and must be reported to the police by calling 101 or you can report non-emergency crime online. Only call 999 if an emergency.

When someone is affected by odour from cannabis or other drugs this is an illegal substance and thereby also criminal behaviour and must be reported to the police.

Child protection concern

If you believe a child is in immediate danger call the police on 999.

You can report a child protection concern to us in different ways. There are different options to report this if you are a member of the public, work with children or young people, or you are reporting for yourself. You can also discuss your concerns with someone who works with children and families, such as your health visitor, social worker, school nurse or teacher. All schools have a teacher responsible for child protection.
