Leeds City Council exercises its powers under Section 59 of the Anti-Social Behaviour, Crime and Policing Act 2014 (“the Act”) and under all other enabling powers and makes this Order:
1. This Order shall come into operation on 1st October 2026 and shall have an effect for 3 years thereafter, unless extended by further order under the council’s statutory powers.
2. This Order relates to the part of Leeds City Council, Areas of Leeds City Centre as shown on Map A and Map B in Appendix 1 and 2 (the ‘prohibited areas’).
3. The council is satisfied that the conditions set out in Section 59(2) of the Act have been met. Namely, that anti-social and/or criminal activities have been carried out within the ‘prohibited area through engaging, promoting, encouraging or assisting in carrying out activities that cause anti-social behaviour such as the sale of counterfeit goods, aggressive competitive trading, obstructing public locations, large gatherings to sell goods and services, fly-tipping. These activities have had a detrimental effect on the quality of life of those in the locality and it is likely that the activities will be carried out within that area and have such an effect.
4. The council is also satisfied that the conditions set out in Section 59 (3) of the Act have been met. Namely, that the effect or likely effect of the activities is, or is likely to be, of a persistent or continuing nature and that these activities are unreasonable and justify the restrictions imposed by this Order and that it is in all the circumstances expedient to make this Order for the purpose of reducing crime and anti-social behaviour in a public place.
5. This Order refers to Pedlar’s Certificate, which are those issued by the police as outlined in The Pedlars Act 1871.
6. The “prohibited areas “as shown in map A and Map B– the public space on or adjacent to the streets identified on the map. This includes any place to which the public or any section of the public has access, on payment or otherwise, as a public right or by express or implied permission, and includes public and private land, waste ground and car parks.
Prohibitions
7. Any person within the prohibited area shall not sell goods or services in a public place without the express permission of Leeds City Council. For the avoidance of doubt, this prohibition applies even if the person possesses a Pedlar’s Certificate under the Pedlars’ Act 1871.
8. This prohibition shall apply during specific events that occur annually. The events including the months in which they occur are:
- Leeds Pride – in July
- Leeds Light Night – in October
- Leeds Christmas Market – in November and December
The Prohibited Areas for these events are shown in Map B.
Requirements
9. Upon the request by an authorised officer, any person(s) selling goods or services within the prohibited areas without express permission of Leeds City Council are required to immediately leave the area. Any person required to leave the prohibited area under paragraphs 7 and 8 shall not return to the area for 24 hours without a reasonable excuse.
Fixed penalty notices and offences
10. It is an offence for a person without reasonable excuse to engage in any activity that is prohibited by this Order or, to fail to comply with any requirement of this Order.
11. In accordance with section 67 of the Act, a person found to be in breach of this order is liable to be issued with a Fixed Penalty Notice in the sum of £100 or prosecution of a criminal offence punishable on summary conviction to a maximum penalty of a level 3 fine up to £1000.
Appeals
12. In accordance with section 66 of the Act, any interested person who wishes to challenge the validity of this Order on the grounds that the council did not have the power to make the Order or that a requirement under the Act has not been complied with may apply to the High Court within six weeks from the date upon which the Order is made.

1. Map A shows the prohibited areas of Leeds City Centre, applicable all year round, highlighted in blue.
2. Map B shows the prohibited areas of Leeds City Centre, highlighted blue (prohibited all year), and the prohibited areas, highlighted red (event specific). See point 8 for list of applicable events.
