Licensed Premises Gaming Machine Permits

Premises with up to two gaming machines

Pubs and some other licensed premises have an automatic entitlement to two gaming machines, subject to a simple notification procedure. Write to us or use the form in the downloads section on this page to tell us of your intention to make one or two Category C or D gaming machines available on the premises, in accordance with the automatic entitlement.

There is a fee for this procedure, which must be enclosed with the notification. Once notification has been made, the automatic entitlement is of unlimited duration.

Premises with more than two gaming machines

Pubs and other licensed premises that want to offer more than two gaming machines need to apply to us for a licensed premises gaming machine permit under the Gambling Act 2005.

There is a fee for a licensed premises gaming machine permit, which must be enclosed with the application. Once granted, the permit is of unlimited duration, but holders of this permit will have to pay an annual fee to Leeds City Council.

It is important to note that this section relates to premises with a Licensing Act 2003 Premises Licence that authorises the sale of alcohol for consumption on the premises without the requirement that it accompanies food. Pubs, restaurants, or hotels will be able to notify/apply for a permit - but only if they have a bar. Hotels and restaurants that serve alcohol only with food, will not be able to provide gaming machines on the premises.​

It is not permitted to site any gaming machines in takeaway premises.

How we use your personal data

Sharing information

Leeds City Council and the West Yorkshire police are Joint Data Controllers of the information you provide. The Council and the West Yorkshire Police have a statutory duty to process and maintain licences and permissions and conduct enforcement activities in accordance with the Gambling Act 2005 as part of a legal obligation to meet the statutory requirements for the licensing of gambling activities.  

We may share the following information with other third parties: details of the licensed premises, licence status, the names, addresses and company numbers of persons and companies named on a licence. This information may be shared with other services in the council. In addition we will share with external third party organisations including government departments, The Gambling Commission, HM Revenues and Customs, and West Yorkshire Police to make further enquiries regarding your application or where required by law for the detection and prevention of crime.

The personal information you provide as part of your application for a premises licence will be held for a period of six years following the termination of the licence. Personal information held in relation to permits and small society lottery registrations will be held for a period of four years following the termination of the permission.

Making a complaint

Should you have cause for complaint in relation to a gambling premises, we would always recommend that you write to the business first. If that does not work, please contact us and providing it is a matter covered by the legislation, we can investigate the complaint for you.
