An application has been made to Leeds City Council for a Summary Review of the above licence.
The grounds for review are that in the opinion of a senior police officer the premises are associated with serious crime, serious disorder, or both.
West Yorkshire Police have serious concerns that whilst this premises is operating further serious crime or disorder may be committed.

Licensing Act 2003 – Section 51 public notice of application for summary review of premises licence
Notice is hereby given that West Yorkshire Police have made an application under Section 51 of the Licensing Act 2003 to carry out a review of the premises licence in force at the premises known as:
Hope Inn, York Road, Leeds, LS9 8ES
The application to review the licence relates to the Prevention of Crime & Disorder & Public Safety.
In summary, the grounds for the review are:
Following concerns about a serious assault that took place at the premises on 31st May 2025. The incident involved a female victim who required hospital treatment as a result of her injuries. It is alleged that staff at the venue, including those in charge, failed to report the incident and discouraged others from doing so.
A joint inspection by police and Leeds City Council found that required CCTV footage from the date of the incident was missing and that the venue's incident log was not properly maintained. These are breaches of the premises licensing conditions. The police believe the venue's failure to properly record and report the incident has potentially prevented justice from taking place.
Responsible authorities and other people may make written representations to Leeds City Council about this review until 4th August 2025, to Entertainment Licensing, Leeds City Council, Civic Hall, Leeds, LS1 1UR.

The personal information you provide as part of your application for a premises licence, club premises certificate or personal licence will be held for a period of 6 years following the termination of the licence/permit. The personal information held for Temporary Event Notices will be held for a period of 2 calendar years following the event. Details of all transactions are recorded permanently as an entry on the licensing register.
