Adopted Supplementary Planning Documents

Supplementary Planning Documents (SPD) are part of the Local Development Framework and we take them into account when we make planning decisions.

The Leeds City Centre West: Innovation Arc North was adopted by Leeds City Council on 30 October 2023. The SPD provides additional guidance for development, as well as setting out proposals for improvements to public realm, infrastructure and the integration of public transport in this area of the city. The SPD, consultation statement summarising the main issues raised during the formal consultation period and how these were addressed, and a copy of this Adoption Statement can also be viewed.

Adopted SPDs

The following SPDs have been adopted and you should use them when planning a development:

Revocation of Supplementary Planning Documents

Town and Country Planning (Local Planning) (England) Regulations 2012

In accordance with Regulation 15 of the Town and Country Planning (Local Planning) (England) Regulations 2012, notice is hereby given that on 3 February 2023, following the adoption of the Leeds City Council Transport SPD (PDF, 12.6MB), the council has revoked the following Supplementary Planning Documents which are now superseded:

  • Street Design Guide SPD and appendices
  • Travel Plans SPD
  • Parking SPD
  • Public Transport Improvements and Developer Contributions 2008

All physical and digital copies of these documents will be removed from the council’s website and community hubs.

Previous consultations

We ran a consultation to set out space, light, and ventilation (amenity) standards for proposals for Houses in Multiple Occupation (HMOs), Purpose Built Student Accommodation (PBSA) and Co-Living developments.

This consultation closed Monday 1 March 2021.

The Innovation Arc SPD focuses on the west side of the city centre and sets a vision for physical changes to the area. It includes ambitions for improvements to public spaces, roads, walking and cycling links, public transport routes, green spaces and buildings.

The first consultation closed Monday 13 December 2022.

Pre-adoption consultation closed Wednesday 26 July 2023.
