Public: Maintained at public expense.

Private: A road which not maintained at public expense. This means that we are under no obligation to carry out repairs or cleaning, even though it could be a public right of way. Records of land ownership are held by the national Land Registry service, not Leeds City Council.

Closed: Former highway which has been subject to a legal closure. We have no maintenance responsibility for them.

Section 38: The first stage in the adoption process. Streets which are subject to a Section 38 agreement are legally highway, but the developer is responsible for maintenance until it's been formally handed over to us.

Provisional: The second stage in the adoption process. Has the same maintenance status as Section 38 but waiting for a final inspection prior to adoption.

Split Status: Streets which have more than one status applicable. The details button will show information on the individual sections.

Adopting private roads
New roads that have been constructed to our guidelines are normally adopted by an agreement between the developer and the council under section 38 of the Highways Act.
Existing roads will not normally be adopted unless they are brought up to current standards. It may for example be unpaved, without kerbs, footways, surface water sewers, gullies and lighting, and its surface is probably in a bad condition.
The majority of land owners, if there are more than one, would need to agree to the council adopting the road and the frontage property owners would be responsible for the cost to bringing this up to standards.
