The Site Allocations Plan

The Site Allocations Plan (SAP) identifies sites for housing, employment, retail and greenspace to ensure that enough land is available in appropriate locations to meet the growth targets set out in the Core Strategy.

This includes, as appropriate, any onsite requirements developers will be expected to provide, for example greenspace and local infrastructure (roads, schools, and flood storage). It also sets out which sites will come forward at what stage (phasing). The plan is a key document for Leeds. It identifies specific allocations for housing, employment, retail and greenspace from 2012 to 2028.

Revised Publication Draft Consultation – Outer North East

Following the withdrawal of new settlement proposal at site MX2-33 Headley Hall by the landowner in September 2015, the City Council reconsulted on revised proposals for the Outer North East (ONE) Housing Market Characteristic Area (HMCA). Only the Outer North East HMCA was subject to consultation to bring this part of the plan in line with the rest of the Site Allocations Plan.

The revised publication Draft was subject to formal consultation for 6 weeks from 26th September till 7th November 2016.

At Publication Draft stage comments are sought on ‘soundness’ of the plan. A Guidance Note (PDF 35KB) was produced which intended to help complete the response form, which briefly explains the tests of soundness.

Tests of Soundness as set out in National Planning Policy Framework:

  • Have the plans been positively prepared? Does the plan seek to meet the local needs set out in the adopted Core Strategy for housing, employment, retail and green space?
  • Are the plans justified? Are the allocations, designations and policies the most appropriate compared with the alternatives?
  • Will the plans be effective? Is there information on how the plan will be delivered? Does the plan set out how and when sites will come forward?
  • Is the plan consistent with national policy? The plan should enable the delivery of sustainable development in accordance with the policies in the National Planning Policy Framework

Please note that the rest of the Site Allocations Plan was subject to formal public consultation from 22nd September to 16th November 2015.

What happens next?

After the revised Publication Draft Outer North East consultation period closes, the City Council will process and consider the representations received and feed this back to Development Plan Panel in December 2016.

The Pre-Submission Changes on the overall Site Allocations Plan are anticipated to be advertised around February 2017.
