Sustainability Appraisal of Identified Sites (HG1 sites)

During hearing sessions held in July 2018 in relation to Matter 1 (procedural requirements) and Matter 6 (site selection methodology), the Inspectors agreed that further sustainability appraisal work should be undertaken. A note was submitted to the hearing EX44-Identified (HG1) Sites and Intended Further Work in relation to Sustainability Appraisal, which is available as an examination document and sets out the scope of further technical work to be carried out by the council.

To ensure that the Site Allocations Plan is sound and legally compliant, the Council has carried out a sustainability appraisal on identified (HG1) sites where homes have not yet been completed or started.

The assessment work of HG1 sites Sustainability Appraisal Addendum – Identified HG1 sites, was available for comment beween 14 August until 11 September 2018.

The period to submit comments closed at 5pm on Tuesday 11th September 2018

Next Steps

All the comments received during this period are being duly considered and to be submitted to the appointed inspectors.

Revised Submission Draft Site Allocations Plan was submitted on 23rd March 2018 as part of the ongoing independent examination.

The following Site Allocations Plan update (PDF 93KB) gives a brief overview for the changes that have arisen to the hearing programme and further work to be undertaken by the Council.

The Plan remains at Examination during this period and the Council will not consider any further site submissions.

Hearing Sessions

Stage 1

Stage 1 will commence at 10am on 24 October until 26 October 2018. It will deal with matters relating to employment, retail, green space and Gypsies, Travellers and Travelling Showpeople.

Stage 2

Stage 2 hearing session will commence at 1pm on Monday 9th July 2018, [Banqueting Suite, Leeds Civic Hall] covering housing and mixed use sites, including the release of Green Belt land and all outstanding matters from Stage 1.

A further round of public consultation on selective modifications only will be carried out after the hearing sessions have conculded.


The Secretary of State has appointed Claire Sherratt DIP URP MRTPI and Louise Gibbons BA Hons MRTPI. CEnv to conduct the examination into the Site Allocations Plan.
