On 11 May 2017 in accordance with the provisions of the Representation of the People Act 1983, and Chapter 3, Part 4 of the Local Government & Public Involvement in Health Act 2007, the local authority gave notice that it was conducting a joint review of all polling arrangements (districts, places and stations) and a Community Governance Review of Parish & Town Councils during 2017.
The joint review did not affect the authority’s boundary, the boundaries of the eight parliamentary constituencies, or the 33 city wards. What it did affect is the place where voting takes place and the catchments area for those districts and the boundaries, and the warding and other governance arrangements for Parish & Town Councils.
The Council invited representations to be made in writing by no later than 22 June 2017 for consideration from any interested stakeholder(s), particularly those with expertise in access for persons with any type of disability to make a representation or comment on the authority’s proposals, the Returning Officer’s representations or any other matter.
Those representations were considered by the Council’s General Purposes Committee on 2 October 2017 and the Authority’s initial proposals for the review were published at offices and online.
The Council then received comments up to 14 November 2017 on its initial proposals for polling arrangements and or representations for alternative arrangements for consideration from any interested stakeholder(s), particularly those with expertise in access for persons with any type of disability.
The Council also considered the Returning Officer’s recommendations and other representations at the General Purposes Committee on 11 December 2017 and now has an approved scheme which will come into effect for the local elections on 3 May 2018.
Full Council considered all representations received in respect of the Community Governance Review on 10 January 2018 and approved a final scheme which will come into effect for the Parish and Town Council elections on 2 May 2019.
