What is a blue badge?

A blue badge will help you to park close to your destination, either as a passenger or a driver. For more information please visit our blue badge parking page.


Applying for a blue badge

The charge for a blue badge is £10.

The quickest and easiest way to apply is through the government's website.



The online application will guide you through the process and explain what information is required. A guidance document (PDF 128KB) is available to assist you with this. You can save your application at any point and return to complete it later. You will be given a reference number to allow you to do this. You do not need to send proofs separately as you can upload any required documents and your passport-size photograph with your online application.

Once you have completed your application, the final page will provide a summary of the details you've provided and advise how and when to make payment. Any information you supply will be sent securely to our blue badge team.


Renewing your blue badge

There is no facility to "renew" a blue badge. You will need to apply for a new one using the guidance above. Please note that you will need to supply proof of eligibility again when reapplying. More information can be found under the frequently asked question "My blue badge is due to expire, how do I re-apply?" at the bottom of this page.


Children under 3 years of age

There are special rules if you have a child under the age of 3. You can get a blue badge if your child has a specific medical condition which means they:

  • Must always be accompanied by bulky medical equipment which cannot be carried around without great difficulty;
  • Need to be kept near a motor vehicle at all times so that they can, if necessary, be treated for their condition in the vehicle or taken quickly to a place where they can be treated

Support to complete your application

Our libraries, One Stop Centres and Community Hubs have free computers for you to use and staff will provide help with your online application if you require it. They can scan and email your documents to the blue badge team if you don't have digital copies to upload with your application.

What will happen once I submit my application?

If you are eligible without further assessment (i.e. you meet the automatic criteria) and have provided all your documentation and payment, you will receive your blue badge within 4-6 weeks. If you do not meet the automatic criteria, you will be contacted by the Independent Mobility Assessment (IMA) team to arrange an assessment and, dependent on your circumstances, decisions can take longer.

These should cover identity, proof of address and eligibility. You will need to apply for a new one by following the guidance on this page. </p> <p>​<strong>You can re-apply up to 3 months before your current blue badge expires</strong>. Please re-apply as early as possible to help ensure we can re-issue your blue badge before your current one expires. ​</p> <p>When reapplying you <strong>will still need to supply proof</strong> that you meet the eligibility criteria, even if you’ve had a blue badge before.<br></p> <p>You do not need to supply proofs of address and identity again <strong>unless these details have changed</strong> since your last application, <strong>however</strong> the "Evidence" section of the online application form requires that these fields are ticked in order to proceed. What proof of address and identity documents do I need to provide?What proof of address and identity documents do I need to provide?<div class="ExternalClassE646876383EE4CAA933F8EF5573A72A1"><p>If you are applying to Leeds for the the first time we will need a copy of <strong>one</strong><strong> </strong>confirmation of address and <strong>one</strong> confirmation of identity.</p> <p><strong>Confirmation of address</strong></p> <p>Please supply a<strong> copy </strong>of a utility bill, rent book/tenancy agreement or Council Tax bill. Whichever one you provide, it must contain a date within the last three months to show that you live in the Leeds area. Confirmation of address documents can be uploaded with your online application.</p> <p><strong>Confirmation of identity</strong></p> <p>You must provide a <strong>copy </strong>of <strong>one</strong> of the following. The Department of Transport require local authorities to check individual identities to reduce fraud:</p> <ul><li>birth/adoption certificate</li> <li>driving licence</li> <li>passport</li> <li>UK identity card</li></ul> <p>Confirmation of identity documents can be uploaded with your online application.</p> <p>If you are registered blind with Leeds City Council you <strong>do not </strong>need to supply this proof.</p> <p>If you are applying for a blue badge under the 'Eligible subject to further assessment - severe disability in both arms' criteria then you must send a copy of your driving licence.</p> <p><strong>Photographs</strong></p> <p>Please enclose a passport-size photograph taken within 6 months of the date of application. This should be a good quality image showing the applicant's head and shoulders, preferably against a plain background.</p> <p>We are able to process digital images taken on a mobile phone camera or a webcam. </p> <p><strong>How to submit documents and photographs</strong></p> <p>Please upload these with your online application.
