From October 1 2018 the new duty to refer requires public authorities in England to notify the local housing authority of service users they think may be homeless or at risk of becoming homeless. Organisations must use the ALERT online duty to refer tool to do this.
More information on the new duty to refer requirements is available on GOV.UK - A guide to the duty to refer.
