Third Party Top-Up Payments

If you are thinking about moving into a residential or nursing home, you may wish to consider the option of 'top-up payments'.

This is when your family, or a friend – or you, in certain circumstances, chooses to pay more – on top of the money Leeds City Council pays. This could increase your choice of care home or the choice of accommodation in the care home.

Top-up payments are just for accommodation related charges such as a more expensive care home, or a larger room and are separate from personal contributions – which are for care and support. Your personal expenses allowance is money for you to spend as you choose – and is also separate.

Discussing what the top-up payment is for

It is very important that you discuss with the care home what the top-up payment is for, when any charge is going to be increased and consider the cost of the payment for the duration of your stay at the care home. The Council has a responsibility to consider that the third party making the payments is able and willing to. This requires that a Written Agreement (WORD 73KB) is signed by the third party, the care home and the Council.

If the care home increases the top-up payment it has to provide the person making the payment with a Letter of Variation (WORD 21KB) giving 30 days notice of how much the increase is and what it is for.

Anyone thinking of paying a top-up payment is encouraged to consider the total cost for the expected duration of the stay at the care home or for a period of at least three years. The Money Advice Service provide an easy to use Budget Planner if needed to help plan the cost of the top-up payment after all other weekly or monthly expenses.
