Help us keep Leeds clean by reporting any of the following issues:
Pavements that are heavily soiled can be cleared - this could take up to 5 working days. Smaller amounts can be collected by you, using a polythene bag, and placed in litter bins or your general waste bin.
Please use the
Report litter or dog fouling form to tell us where the fouling occurs, and details of the owner if you have them, as we may be able to prosecute them.
Dead animal removal
We aim to collect dead animals from the highway and footpaths within 24 hours.
We will make attempts to scan deceased pets for a microchip where possible. Where a microchip is evident we will publish the chip number on the register.
If the animal is on a high speed road (50 miles an hour or more) it may not be possible for us to remove the body without assistance of the traffic police. In these cases it can take significantly longer.
In some instances, due to the need to protect the safety of our staff, we may not be able to remove small animals or those which do not represent a danger to motorists and other road users.
We do not remove dead animals found in gardens, you must contact your local vet for advice.
Requests for the removal of livestock, such as cows and sheep, will require advice from our Animal Health Officer, and therefore may take longer. We will refer requests for the removal of dead horses to our contractors.

We provide and empty litter bins in public areas throughout Leeds. Depending on how busy the area is we arrange for bins to be emptied either daily or two or three times a week.
To report a full litter bin or enquire about provision of a new bin please use the

We take legal action when someone is caught dropping litter, or throwing it out of vehicles. This includes paper, chewing gum, cans, bottles, waste food, food and drink containers, plastic and cigarette ends.
There is a £100 (discounted to £80 for early repayment) fixed penalty fine and failure to pay will result in prosecution leading to a maximum fine of £2,500 if found guilty.
Litter thrown from vehicles
We can issue fixed penalty notices to deter people from throwing litter from vehicles. Please use the Report litter online form to help us gather the evidence we need to issue a fine.
You will need to let us know:

- the time and date of the offence
- the registration, colour, make and model of the vehicle
- a description of the person who threw the litter (and whether they were the person driving)
- a description of the litter
Do not put yourself or other road users at any sort of risk when collecting evidence.
Paying or appealing against a litter fine
The easiest way to pay is over the phone by credit/debit card between 8.30am and 5pm, Monday to Friday. If you wish to pay by phone please ring Parking Services, who administer our telephone payments, on
0113 378 5000.
You can also pay by sending a cheque in the post or postal/money order, made payable to 'Leeds City Council'.
We cannot accept payment if made payable to 'LCC'. Please address cheques to:

If for any reason you cannot pay by the methods mentioned above, please ring
0113 378 5955 quoting the serial number of the fixed penalty notice and we can advise you further.
You can pay by cash at the above address by appointment only.
Appealing against a Fixed Penalty Notice
There is no formal appeals process for a Fixed Penalty Notice (FPN). The FPN is put in place as an alternative to legal proceedings, therefore you do have the option to not pay the FPN and instead attend court to provide your own evidence.
If you do have concerns regarding the issue of any FPN you can make an informal representation by email to email@example.com within 14 days.
