The CPO has been made to secure the necessary land and new rights required to enable the ELOR to be constructed and maintained. The SRO is required to enable the Council to make the necessary alterations to side roads and other highways impacted upon by the ELOR, the stopping up and improvement of highways, the construction of new highways, the stopping up of private means of access to premises, the provision of new means of access to premises and other associated works, including alterations to public rights of way.
The ELOR is integral to the Council’s proposals to bring forward housing development in a major urban extension of the city known as the East Leeds Extension (ELE), which is an important part of the Council’s regeneration and housing growth proposals for Leeds. The ELE is a 232 hectare site which will deliver much needed housing for the city (up to 5,000 new homes).
