Leeds special free school proposals

The number of children and young people living in Leeds has increased over the past decade.

This has resulted in the demand for both mainstream and specialist provision places across the city rising.

In line with this, there has been a substantial increase in the number of new Education, Health and Care Plan (EHCP) assessments and the need for additional specialist school places across the city. Current projections indicate that there is a need of up to 200 additional specialist school places each academic year from now to 2022/23.

We are therefore proposing to establish two new special free schools in the city. Details of these proposals are set out below.

Rose Court proposals

The consultation on a proposal to develop the Rose Court site at Buckingham Road in Headingley to establish a new special free school from September 2021 through the free school presumption route has now ended.

The proposal is for a new 150 place generic special free school for pupils aged 4 to 16 years.

The consultation responses are being considered and a further update will be provided soon.

Elmete Wood site proposals

Leeds City Council was successful in its bid to the Department for Education to establish a Special Free School.

Academy Trusts interested in sponsoring the proposed new special school have submitted their applications and we are currently at the assessment stage of the process.

The proposal is for a new 200 place special free school, planned to be on the Elmete Wood site. The school will be a generic special school for pupils aged 4 to 16 years.

Further details can be found in the free school specification document.

Consultation on this proposal took place during Summer 2019.

Further details about the proposal can be found in the consultation document.

A report detailing the proposal will be presented at the Executive board meeting on Monday 25 November 2019.
