Otley Town Council have submitted the Neighbourhood Plan for examination. The Regulation 16 Consultation hass now closed. When the examination is complete, the full report with details of the examiner's findings will be published here.

On 16 November 2018, the Independent Examiner for the Otley Neighbourhood Plan, Chris Collison, wrote to the Council, Harrogate Borough Council, Otley Town Council, Mid Wharfedale Parish Council and Lower Washburn Parish Council to provide information on the Examination process, seek clarification on the neighbourhood area designation and provide the opportunity for Otley Town Council in liaison with the Parish Councils to respond to any representations submitted to the consultation. On 20 December, the Independent Examiner wrote to the Council in respect of updates to the Basic Conditions, and to request that the Council considers whether any further work is required as a result. You can view the

The Regulation 16 publicity period closed on 4 January 2019. The representations made are available to view within the

Otley Town Council were given the opportunity to
comment on the representations received (PDF 47KB) during the Regulation 16 publicity period, which are available to view.
On 15 February 2019, the
Independent Examiner wrote to the Council requesting clarification (PDF 24KB) on a number of points. A joint response of the City Council and Otley Town Council, on behalf of Harrogate Borough Council and the Parish Councils, will be sent in due course.
On 19 February 2019, Otley Town Council
wrote to the examiner (PDF 317KB) to draw his attention to outdated information and to request this information is revised to reflect the current situation.
On 20 February 2019, the
Independent Examiner wrote to the Council (PDF 17KB) confirming that he will continue to undertake the Otley NDP Independent Examination in the context of the National Planning Policy Framework published in March 2012 as the neighbourhood plan was submitted for examination on or before 24 January 2019.
On 28 March 2019, the
joint response of Leeds City Council and Otley Town Council (PDF 194KB) (on behalf of Harrogate Borough Council, Mid Wharfedale Parish Council and Lower Washburn Parish Council) was sent to the examiner to clarify the points he raised in his letter dated 15 February 2019.
On 3 April 2019, the
independent examiner wrote to the Council (PDF 58KB) regarding the outstanding publicity of the updated Habitat Regulations Assessment and Otley Basic Conditions Statement. He also sought confirmation of which councils (from Leeds City Council, Harrogate Borough Council, Otley Town Council, Mid Wharfedale Parish Council, Lower Washburn Parish Council) wish to fact check the draft examiners report.
Publicising the Habitats Regulations Assessment screening update and updated Otley basic conditions statement
The Otley Neighbourhood Plan Habitats Regulations Assessment Screening Report and the Otley Neighbourhood Plan Basic Conditions Statement have been updated following a change in case law and subsequent amendments to the neighbourhood planning basic conditions. With the agreement of Otley Town Council and the independent examiner, the council is therefore undertaking a selective publicity period on the abovementioned documents.
Any representations will be made available to the Examiner and on the Council’s website so that they may consider them when concluding whether or not the Otley Neighbourhood Plan meets the Basic Conditions.
This publicity will run between Friday 12th April and Friday 24th May 2019 (closing at 5pm).
