Licence Summary

If you would like to use your business premises to hold civil partnership ceremonies or wedding you will need to be approved by us. You must be the proprietor or a trustee of the premises to apply for permission. The application must be in writing on the prescribed form and include a plan of the premises which clearly identifies the room or rooms in which the proceedings will occur. A fee may be payable.

However, we have some guidance which may be easier to understand and has information specific to Leeds in the Documents section on this page.

Briefly, you apply for approval by completing the form, paying the fee and providing a plan of the premises which shows the areas in which ceremonies will take place. We will inspect the premises and your application and the plan will be made available to the public for inspection. You have to advertise your application by way of a notice of the application at the venue for 21 days and we will advertise your application on our website. At the end of the 28 day consultation period we will make a decision as to whether the premises is suitable and there are not too many other approved premises in the area.

Will Tacit Consent Apply?

Tacit consent applies to a Marriage Approved Premises licence application if no adverse reports are received during a period of 28 days from the day after the application is received by the Licensing Authority. If adverse reports are made within the 28 day consultation period tacit consent does not apply and a decision will be made once further consultation has taken place, including discussion with the applicant. You will have the chance to request a review of the decision if you need to. In that case the application will be taken to a committee for a review of the decision.

Target Completion Period

If there are no adverse reports are received, the target completion date is 29 days from the day the Licensing Authority received the application. If there are adverse reports, the application will be considered further and a decision will be made once further consultation has taken place. You will be kept informed at each stage.​

Please contact your Local Authority in the first instance. You have the right to seek a review of the local authority's refusal to grant your application. You must deliver your request for review to the proper officer of the local authority, accompanied by any requested fee.
