A licence is needed if you want to work with animals as a business.
You can apply for an:
- animal boarding cats and dogs licence
- home boarding dogs licence
- doggy day care licence
- breeding of dogs licence
- pet shop licence
- horse riding establishment licence
- performing animals licence
Before applying you will need to check the licence requirements. Specific guidance on licence conditions is available to read for each licence type.
New licence fees
The fees for each licence type come in two parts:
- part A - needs to be paid when submitting your application form
- part B - is paid once licence has been approved

A vet inspection is also needed. The fees for the inspection are set by the vet. An inspection will take place each year for the duration of the licence.

How to apply
Please contact the
Animal Welfare Team for an application form.
The completed form should be returned with all supporting documents and part A of the fee for your licence type. Fee payments can be made with a credit or debit card by calling the team on 0113 378 5959.
It can take ten weeks from application to issuing a licence. If you do not hear from us within 28 working days of submitting your application please contact us.
Renewals
The duration of your licence will be set at your first inspection. You must renew your licence 12 weeks before the expiry date. Contact the team for an application form.

For zoo licences or to keep a dangerous or wild animal, contact the Animal Welfare team.
Dangerous wild animal application
The Animal Welfare Licensing Team at Leeds City Council have received an application for a Dangerous Wild Animal Licence to keep 7 venomous snakes in secure, purpose built vivarium within her garage at her home.
An inspection will be carried out by a suitably qualified vet relevant vet with knowledge and experience of the dangerous species. A report will be completed and submitted to Leeds City Council for its consideration.
In accordance with the Dangerous Wild Animal Act 1976. The council will not grant the licence until we are satisfied that—
(a) it is not contrary to the public interest on the grounds of safety, nuisance or otherwise to grant the licence;
(b) the applicant for the licence is a suitable person to hold a licence under this Act;
(c) any animal concerned will at all times of its being kept only under the authority of the licence
(i) be held in accommodation which secures that the animal will not escape, which is suitable as regards construction, size, temperature, lighting, ventilation, drainage and cleanliness and which is suitable for the number of animals proposed to be held in the accommodation, and
(ii) be supplied with adequate and suitable food, drink and bedding material and be visited at suitable intervals;
(d) appropriate steps will at all such times be taken for the protection of any animal concerned in case of fire or other emergency;
(e) all reasonable precautions will be taken at all such times to prevent and control the spread of infectious diseases;
(f) while any animal concerned is at the premises where it will normally be held, its accommodation is such that it can take adequate exercise
In order to satisfy the application being in the interest of the public and on the suitability of the applicant to hold a licence, the application has been emailed to the relevant authorities and is available by contacting the Animal Welfare Team by 28 November 2023.
Comments will be invited by letter or email from those individuals or businesses/public services living or working in the immediate vicinity of the premises which will accommodate the dangerous wild animal.
The consultation period ends on the 28 November 2023.
