THE PROJECT

SEEM II is a two-year project which builds on work done under SEEM I, a smaller project which ran for 12 months, from 31st December 2002 to 31st December 2003. The lead organisation, Leeds City Council, is currently working together with 10 partner organisations and local authorities across Europe on this project.

Why is the project called SEEM?

The acronym SEEM stands for Services for Elders from Ethnic Minorities.

What is the SEEM II project about?

Black and minority ethnic (BME) elders are an extremely vulnerable group, facing multiple social exclusion; through racism as well as age and poverty. SEEM II will develop and promote solutions to improve health and social care service delivery for this special target group and will identify strategies and examples of good practice across the EU 15 and the Candidate countries.

When did the project start and when will it end?

SEEM II started on 31st December 2003 and will finish on 31st December 2005.

What is the total budget for this project?

The project is funded by the European Union and the overall budget for the next two years is EUR 328,449.52 (European grant: EUR 262,749.52; partners contribution:
EUR 65,700.00).

What are the aims of SEEM II?

SEEM II has 8 aims:

  • Aim 1: Combat the isolation of BME elders
  • Aim 2: Improve the consultation and involvement of BME elders and their organisations in service development and provision
  • Aim 3: Raise the profile of the contribution made by BME elders, and of their needs
  • Aim 4: Improve information about, and access to, services
  • Aim 5: Share good practice in each city, country and across Member States
  • Aim 6: Support our partner cities, accepting the different structures within which we operate
  • Aim 7: Dissemination of the project and its results in each city, country and across Member States
  • Aim 8: Influence and inform Member State and European level social policy to take full account of the needs of BME elders
What results will the project have?

  • 3 full meetings between all the partners & minutes from these meetings
  • 12 consultation meetings with BME elders & short reports from each meeting
  • 2 background (introductory) reports from the new partner cities
  • 10 city-specific BME elders' partner exchanges, short evaluation reports from each exchange and a final evaluation report
  • Extension of the SEEM website (www.leeds.gov.uk/seem)
  • Dissemination seminar in each partner city
  • Booklet 'giving a voice' to BME elders
  • A good practice checklist will be produced and disseminated
  • Final report on the SEEM project for the European Commission
  • A seminar in Brussels, hosted by BME elders
  • An article summarising the project's results
  • 2,000 copies of an introductory flyer and 2,000 copies of a final flyer
