We are introducing a permit scheme to allow free parking for Ultra Low Emission Vehicles (ULEV) in Leeds City Centre. This will apply in any council operated pay and display bays on the street and council owned car parks pay and display bays.
Do I qualify for ULEV free parking permit?
Only vehicles on the Department for Transport list recognised as ULEV for their plugged in grant scheme will qualify.
Currently, the ULEV free parking permit scheme is limited to Leeds residents only
Where can I use my ULEV free parking permit?
When on display the permit will allow you access to park for free in Leeds in the following locations:
- Council operated pay and display bay on the street
- Council owned car parks pay and display bays
Maximum stay restrictions will still apply along with all other restrictions, such as yellow lines, disabled spaces, loading. Failure to adhere to the rules may result in a parking notice being served.

You will receive your permit within 28 days by post. The parking permit will allow you to park for free until 31 March 2018.
