Pay or appeal a parking or bus lane fine

Using our online system is the easiest way to pay or appeal. You will need the ten digit PCN Number that appears on your Penalty Charge Notice (starting with LS) and your vehicle registration number. To pay you will need a valid credit or debit card.

You can also:

Pay by telephone: using a credit or debit card. Please call 0113 395 7100 (24 hour service).

Pay using online banking: make your payments to NatWest Head Office Collection Account No.00000000. Sort Code 57-12-72. Please make sure you quote your PCN Number (including the first two letters).

Pay by post: cheque/postal order only payable to Leeds City Council. Please send to Parking Services, PO Box 139, Leeds, LS9 1AA

If payment is made by post please allow time for postage. Please do not send cash through the post.

Discount is available if you pay promptly

Charges vary depending on the seriousness of the offence but if you pay within 14 days of getting the ticket, the charge is reduced by half.​​​​

The system of differential charging in place means that less serious contraventions will incur a lower penalty charge of £50.00 but a more serious contravention of parking regulations will mean a higher penalty charge of £70.00.

The government believes that this will be a fairer system where the punishment is ‘more likely to fit the crime’ (please note that these new regulations remain decriminalised).

If you haven't paid after 28 days, the charge will eventually increase to a maximum of £113. We may then take legal action against you which can involve using bailiffs to recover unpaid penalty charges and there will be further costs to pay.​​​​​​

If you think you've been incorrectly given a parking or bus lane ticket (PCN) the easiest and quickest way to appeal is online.


If you have already appealed online you should have received email confirmation that we have received your appeal. We aim to respond within ten working days. Please wait for our response before contacting us again.


If we receive your appeal within 14 days of the ticket being issued the ticket will be frozen at the discounted amount of either £35, £25 or £30 (bus lane) until you receive a decision on your appeal. If unsuccessful you will be given another 14 days to pay the discounted amount from the date of the decision.


Appealing by post
Send details stating why you shouldn't have been given a ticket to Parking Services, PO BOX 139, Leeds LS9 1AA, quoting your penalty charge notice number (PCN) that starts with LS, and include any documents that may help prove why you shouldn't have received a ticket.


We cannot accept appeals by telephone.
