Non Dependants

This page explains what a non dependant is and how they can affect your Housing Benefit and Council Tax Support.

Non-dependant
A non dependant is someone who normally lives with you such as an adult son, daughter, relative or friend. Boarders, sub-tenants and joint tenants are not classed as non-dependants.

Can a non dependant claim Housing Benefit and/or Council Tax Support?
No, a non-dependant cannot claim Housing Benefit or Council Tax Support for any payments they make for their keep. The money paid by the non dependant for their household contribution is not treated as your income, instead a fixed deduction is made from your Housing Benefit or Council Tax Support. The deductions are fixed amounts based on your non-dependant's gross weekly income.

Non dependant deductions don't apply if you get Attendance Allowance or Disability Living Allowance (Care) at the middle or higher rate.


Non-dependant deductions from 1 April 2014

The amount we will deduct from your claim depends on the income of the non dependant. From 1 April 2014 the deductions are:

Non dependant aged 18 or over and working less than 16 hours per week, or working over 16 hours and earning less than £128.00 weekly:
A deduction of £14.15 per week from the Housing Benefit award
A deduction of £3.70 per week from the Council Tax Support award

Non dependant aged 25 or over and on Income Support/Job Seekers Allowance (income based)/Employment and Support Allowance (income related):
A deduction of £14.15 per week from the Housing Benefit award
A deduction of £3.70 per week from the Council Tax Support award

Non dependant working 16 hours or more with a gross income of between £128.00 and £187.99:
A deduction of £32.45 per week from the Housing Benefit award
A deduction of £3.70 per week from Council Tax Support award

Non dependant working 16 hours or more with a gross between £188.00 and £244.99 weekly:
A deduction of £44.55 per week from the Housing Benefit award
A deduction of £7.45 per week from the Council Tax Support award

Non dependant working 16 hours or more with a gross income between £245.00 and £325.99 weekly:
A deduction of £72.95 per week from the Housing Benefit award
A deduction of £7.45 per week from the Council Tax Support award

Non dependant working 16 hours or more with a gross income between £326.00 and £405.99 weekly:
A deduction of £83.05 per week from the Housing Benefit award
A deduction of £9.40 per week from the Council Tax Support award

Non dependant working 16 hours or more with a gross income of £406.00 or more weekly:
A deduction of £91.15 per week from the Housing Benefit award
A deduction of £11.25 per week from the Council Tax Support award. ​
