We take legal action when someone is caught dropping litter. This includes paper, chewing gum, cans, bottles, waste food, food and drink containers, plastic and cigarette ends. We also take action against motorists who throw such litter out of their vehicles or allow passengers to do so.
There is a £75 fixed penalty fine and failure to pay will result in prosecution leading to a maximum fine of £2,500 if found guilty.

The easiest way to pay is over the phone by credit/debit card between 8.30am and 4pm, Monday to Friday. If you wish to pay by phone please ring Parking Services (who administer our telephone payments) on 0113 395 0050.
You can also pay by sending a cheque in the post or postal/money order, made payable to 'Leeds City Council' in full, we cannot accept payment if made payable to 'LCC'. Address it to: Fixed Penalty Notice Payments Section, Leeds City Council, Environmental Action Services, Millshaw Park Way, Leeds LS11 0LS.
If for any reason you cannot pay by the methods mentioned above, please ring 0113 395 1765 quoting the serial number of the fixed penalty notice and we can advise you further.
You can pay by cash at the above address by appointment only.
Appealing against a fixed penalty fine
You can write to us within 14 days and appeal against it, explaining why you believe you are not guilty of the offence.
Appeals will not be upheld because you disagree with being fined, but will be judged on the facts and whether the law has been broken.

We provide and empty litter bins in public areas throughout Leeds. Depending on how busy the area is we arrange for bins to be emptied either daily or two or three times a week.
