Apply for, or renew, a blue badge

What is a blue badge?

A blue badge will help you to park close to your destination, either as a passenger or a driver. For more information please visit our blue badge parking page.


Applying for a blue badge

The charge for a blue badge is £10.

The quickest and easiest way to apply is through the government's website.



The online application will guide you through the process and explain what information is required. A guidance document (PDF 128KB) is available to assist you with this. You can save your application at any point and return to complete it later. You will be given a reference number to allow you to do this. You do not need to send proofs separately as you can upload any required documents and your passport-size photograph with your online application.

Once you have completed your application, the final page will provide a summary of the details you've provided and advise how and when to make payment. Any information you supply will be sent securely to our blue badge team.


Renewing your blue badge

There is no facility to "renew" a blue badge. You will need to apply for a new one using the guidance above. Please note that you will need to supply proof of eligibility again when reapplying. More information can be found under the frequently asked question "My blue badge is due to expire, how do I re-apply?" at the bottom of this page.


Children under 3 years of age

There are special rules if you have a child under the age of 3. You can get a blue badge if your child has a specific medical condition which means they:

  • Must always be accompanied by bulky medical equipment which cannot be carried around without great difficulty;
  • Need to be kept near a motor vehicle at all times so that they can, if necessary, be treated for their condition in the vehicle or taken quickly to a place where they can be treated

Support to complete your application

Our libraries, One Stop Centres and Community Hubs have free computers for you to use and staff will provide help with your online application if you require it. They can scan and email your documents to the blue badge team if you don't have digital copies to upload with your application.

What will happen once I submit my application?

If you are eligible without further assessment (i.e. you meet the automatic criteria) and have provided all your documentation and payment, you will receive your blue badge within 4-6 weeks. If you do not meet the automatic criteria, you will be contacted by the Independent Mobility Assessment (IMA) team to arrange an assessment and, dependent on your circumstances, decisions can take longer.

The information you should have with you when completing the online application is:


  • Contact Details (Name, Address, DOB, Telephone number, Email address)
  • Your National Insurance Number
  • Your driving licence number if you have a driving licence
  • If you already have a Blue Badge, the number, expiry date and the name of the issuing local authority. These can all be found on the badge
  • Details of your child's medical condition (if applying for a Blue Badge on their behalf)
  • Details of proof of eligibility, identification and address

If you meet any of the following criteria you will be entitled to a blue badge without further assessment but will still need to pay the £10 fee unless stated:


  • you are in receipt of the higher rate mobility component of the disability living allowance (Proof: copy of letter of entitlement dated within the last 12 months showing your full name and current address as well as the start and end date of your benefit. If you do not have this letter please call DWP on 03457 123 456 to request a copy of your 384 entitlement letter)

  • you are registered blind (Proof: copy of CVI Certificate). Please note that partial sighted registration is not in itself proof of eligibility

  • you are in receipt of Personal Independent Payments (P.I.P) and have been awarded 8 points or more in the moving around category (Proof: copy of the award letter of entitlement dated within the last 12 months showing moving around points awarded and your full name and current address as well as the start and end date of your benefit)

  • you receive a War Pensioner’s Mobility Supplement (Proof: copy of your letter from the Service Personnel Veterans Agency (SPVA). If you do not have this letter please call the SPVA on 0800 169 2277). You do not need to pay for your blue badge

  • you are in receipt of a tariff 1 - 8 under the Armed Forces Compensation Scheme having been assessed as having a permanent and substantial disability (Proof: copy of award letter from the Service Personnel Veterans Agency. If you do not have this letter please call the SPVA on 0800 169 2277). You do not need to pay for your blue badge

  • If you have been diagnosed with a terminal illness please send a copy of any supporting letter from a doctor or specialist, such as a Macmillan nurse confirming this. There may be circumstances where you do not need to pay.

Proof of these entitlements must be included with your application. You will also need to provide proofs of your address and identity.


If you don't meet the above criteria you may be eligible subject to further assessment and only qualify if you:


  • have a severe disability affecting both arms, drive regularly and find it difficult to use all or some types of parking meters

 

  • have a permanent and substantial disability that causes inability to walk or very considerable difficulty in walking

  • are over 2 years of age and are unable to walk or have considerable difficulty walking due to a permanent and substantial physical disability

Proof of these entitlements must be included with your application. You will also need to provide proofs of your address and identity.​

Once you have completed and returned your application form, you will be contacted by the Independent Mobility Assessment team to arrange your assessment. The main assessment centre for Leeds is located at Assisted Living Leeds (please click for details and directions).

Click to expandWhat proof of address and identity documents do I need to provide?

If you are applying to Leeds for the the first time we will need a copy of one confirmation of address and one confirmation of identity.

Confirmation of address

Please supply a copy of a utility bill, rent book/tenancy agreement or Council Tax bill. Whichever one you provide, it must contain a date within the last three months to show that you live in the Leeds area. Confirmation of address documents can be uploaded with your online application.

Confirmation of identity

You must provide a copy of one of the following. The Department of Transport require local authorities to check individual identities to reduce fraud:

  • birth/adoption certificate
  • driving licence
  • passport
  • UK identity card

If you are registered blind with Leeds City Council you do not need to supply this proof.

If you are applying for a blue badge under the 'Eligible subject to further assessment - severe disability in both arms' criteria then you must send a copy of your driving licence.

Photographs

Please enclose a passport-size photograph taken within 6 months of the date of application. This should be a good quality image showing the applicant's head and shoulders, preferably against a plain background.

We are able to process digital images taken on a mobile phone camera or a webcam.

If none of the eligibility options on the online form are relevant to you and you pick “None of the above apply” your eligibility will need to be assessed. You will need to answer additional questions on the online form about:


  • Medical conditions and / or disabilities which affect your walking
  • Any surgery, treatment or clinic you have received or attended in relation to your medical condition / or disabilities
  • Details of any medication you take in relation to your medical condition or disability
  • Details of health care professionals treating you in relation to your condition including your GP
  • Any equipment you use to help you when walking

You can upload a maximum of three documents. These should cover identity, proof of address and eligibility. Eligibility documents usually show your address and name on the first page, so if you scan the front page in most cases this will cover both address and eligibility.

Scan and upload one of the following three document types with our online application:


Proof of Identify (scan one of the following):

  • Your birth/ adoption certificate
  • Driving licence
  • Passport
  • UK identity Card

Proof of address:

If your address does not show on your eligibility document(s) please scan and upload one of the following with your online application:

  • Utility bill
  • Rent book/tenancy agreement
  • Council Tax bill; this must contain a date within the last three months to show that you live in the Leeds area

Proof of eligibility:

For Personal Independence Payment scan and upload with your online application:

  • The first page of entitlement letter dated within the last 12 months which shows your full name and current address and the start and end date of your benefit
  • The page with the “Moving around” section which shows the points awarded
  • If you require an assessment please attach any relevant documentation eg. Consultant reports, copy of current prescriptions etc.

For Disability Living Allowance scan and upload with your online application:

  • The first page dated within the last 12 months which shows your full name and current address, start and end date of your benefit and that you are in receipt of the higher rate mobility component of the disability living allowance

If registered blind scan and upload with your online application:

  • The pages within your CVI Certificate that shows your name and address and which shows the doctor has indicated you are registered blind

If in receipt of War Pensioner’s Mobility Supplement scan and upload with your online application:

  • The first page of your letter from the Service Personnel Veterans Agency

In receipt of a tariff 1 - 8 under the Armed Forces Compensation Scheme scan and upload with your online application:

  • The first page of your award letter from the SPVA

If applying under terminal Illness criteria scan and upload with your online application

  • The first page of the letter you received from your doctor or specialist (e.g. Macmillan nurse) or your DS1500 letter

If you are applying under the Automatic criteria your application can take 4-6 weeks.

If you are applying under the Discretionary criteria, dependent on your circumstances decisions can take longer and you may be requested to attend an Independent Medical Assessment.

Click to expandMy blue badge is due to expire, how do I re-apply?

There is no facility to "renew" a blue badge. You will need to apply for a new one by following the guidance on this page. 

You can re-apply up to 3 months before your current blue badge expires. Please re-apply as early as possible to help ensure we can re-issue your blue badge before your current one expires. ​

When reapplying you will still need to supply proof that you meet the eligibility criteria, even if you’ve had a blue badge before.

You do not need to supply proofs of address and identity again unless these details have changed since your last application, however the "Evidence" section of the online application form requires that these fields are ticked in order to proceed. In this case, please select the top option for both Proof of Address and Proof of Identity - "Council Tax bill" and "Birth certificate/adoption certificate." ​​
