Leeds Tenants Federation

Leeds Tenants Federation (LTF) is an independent limited company representing all Leeds tenants and residents. It also represents Tenants and Residents Associations (TARAs) and Area Reps at the highest level, championing their excellent work in local communities and supporting them to tackle issues that matter most to them.

This work is co-ordinated and overseen by our Board, made up of tenants and residents from the social and private housing sectors. Issues impacting tenants and residents are monitored by their TARA panel, a group of TARA members and Area Reps from across the city.

As well as focusing on TARAs and Area Reps, LTF continue to represent non-council housing tenants and co-ordinate campaigns on issues affecting tenants and residents generally.

We are part of VITAL (Voice of Involved Tenants In Leeds), the strategic city wide group that oversees tenant involvement at the highest level.

LTF has around 1500 individual members and over 100 organisation members.​​​​

We will be moving out of our Westminster Buildings office at the end of March 2017 due to financial restrictions. We will be contacting our members in February/March to make them aware of our new ways of working and contact details.

The LTF Board has a maximum capacity of 15 Directors, which include the Chair, Vice Chair, Secretary and Treasurer. We can also co-opt additional non-permanent members.

Click to expandThe TARA Panel and TARA Talk


The TARA Panel is made up of representatives from TARAs and Area Representatives in Leeds. Its aim is to promote good practice and knowledge sharing between around 100 groups across the city and provide a direct consultative forum for issues and policies that affect communities.

We have 10 monthly meetings a year that are usually held between 4.30-6pm in the middle of the month at LTF offices (Westminster Buildings) in the city centre.

We are always looking for new members of groups to join the panel. If you are interested please contact us.

TARA Talk is a new forum for groups from particular sections of the city to come together and share best practice, ideas supported by Leeds Tenants Federation and Housing Leeds.

Our first event is being held on Thursday 19th January 2017 in the east of the city at:
St Agnes Church Hall, 23 Shakespeare Close (just off Stoney Rock Lane) Burmantofts, Leeds LS9 7UG.

LTF, with advice from the TARA Panel, have produced a guide for groups filled with information on how to set up and run a group.

You can download a copy of the guide (PDF 2.8MB), though every group should receive a hard copy in binder format, so you can add any of your information.
