East Leeds Extension

The East Leeds Extension (ELE) is a large area of undeveloped land, extending over 250 hectares around the edge of Swarcliffe, Whinmoor and Crossgates, which has been identified for the development of around 5,000 homes. The development will require substantial new infrastructure, including a major new orbital road.

Public consultation - July 2017 update

In November 2015, Leeds City Council undertook public consultation on the East Leeds Extension. This ran from 20th November 2015 to 29th January 2016, seeking the views of local people, businesses and other stakeholders on the following three areas of the ELE programme:

  • The emerging designs for the East Leeds Orbital Road (ELOR) and proposed improvements to the existing outer ring road
  • Identifying the main issues to be addressed in the East Leeds Extension Supplementary Planning Document
  • Identifying the main issues to help shape the Red Hall planning brief

The post-consultation report (PDF 1.2MB) provides details of the consultation process, a summary of the responses received and the council’s response to these in taking the project forward. As plans and proposals for the ELE project progress, more consultation will be undertaken to help inform proposals as well as to meet statutory planning process requirements. Upcoming activities include:

  • Highway improvement works are due to start in winter 2017 at key junctions along the Outer Ring Road to the west of the East Leeds Extension .The work will last for approximately for 12 months. More information can be found in the East Leeds Extension Transport Improvements section.
  • The East Leeds Orbital Road (ELOR) is the largest element of infrastructure that will support development of the area and the Council has now submitted a planning application for this. You can view and comment on the application via the Planning Portal using application reference 17/04351/
  • A draft East Leeds Extension Supplementary Planning Document (SPD) will be published for consultation in due course
  • Public consultation drop-in events have been arranged (details below) where you will be able to see plans, speak with council officers and find out more information about the proposed SPD and the ELOR planning application
  • Information on the events will also be included through distribution of a leaflet to homes and businesses across the area and on social media​
