Disputes and appeals

If you disagree with a decision about your Housing Benefit or Council Tax Support


If you are not happy with the decision we have made regarding your claim you can ask us to look at it again and review it. You need to write to us stating why you do not agree with the decision that has been made. If you want us to look again at the decisions for both Housing Benefit and Council Tax Support please make this clear in your letter to us.

Your reasons for disagreeing with the decision could be that we have used incorrect information, or that we have not applied the rules correctly in your case. We cannot change the decision if you just disagree with the rules.


How long have I got to appeal?


You must write to us within 1 month of the date that we wrote to you to tell you the decision. After this period you can still ask for us to review our decision, however your appeal may not be accepted if it has been left that late. The time limit may be extended in special circumstances, but there is an overall time limit of 13 months from the date of decision, after which a request for a reconsideration or appeal cannot be considered at all.


Council Tax Support


If you do not agree with the decision about your Council Tax Support, you can ask us to look again at the decision any time. We will check the claim again based on the figures provided and either confirm that it is correct or reach a new decision if it turns out to be  wrong.

If you still don’t agree with our decision


In these circumstances you can make an appeal to an external tribunal. For each claim, you will need to make separate appeals - an appeal to the Tribunal Service for your Housing Benefit, and an appeal to the Valuation Tribunal for your Council Tax Support.


Housing Benefits Appeals


If you still want to appeal after you have asked us to look at your decision again, please write to:

and state clearly in your letter the reason why you are appealing your claim again. Your case will then be passed to the Tribunal Service.


Council Tax Support Appeals


If you still disagree with a decision about your Council Tax Support you can appeal to the Valuation Tribunal. The Valuation Tribunal will not accept your appeal unless you have asked us to look again at the decision first.

You must make your appeal within 2 months of our letter to you confirming the first decision.

If you ask us to look at the decision again and we have not replied to you after 2 months you can appeal directly to the Valuation Tribunal. You must do this within 4 months of your letter to us asking us to look at the decision again. You can find out more about how to appeal to the Valuation Tribunal using the external link.
