Homes owned by Leeds City Council are managed by three Arm’s Length Management Organisations (ALMOs). An ALMO is a company owned by the council but it is a self-governing organisation. It operates under the terms of a management agreement with the council.
An ALMO's responsibilities include
- Collecting rent
- Managing our council estates
- Inspecting and arranging day-to-day repairs to tenants’ homes
- Dealing with breaches of tenancy
- Consulting council tenants and making sure that they have a say in the future of their area
- Letting council homes
- Managing and arranging the modernisation and improvement of council homes
- Employing staff
Each ALMO has its own management board. Tenants have representation on the board, and make up one third of the membership. The remaining members are local councillors and ‘independent members’

Belle Isle Tenant Management Organisation (BITMO)
In addition to the ALMOs, the Belle Isle Tenants Management Organisation (BITMO) is responsible for delivering local housing management services in Belle Isle. The local community owns and manages the organisation, with a management board made up from, and elected by, local residents. The organisation employs a number of staff who carry out the day-to-day running of the estate.
