A65 Airport to A658 Link Road: Improving access to Leeds Bradford Airport

This scheme is part of a long-term development vision for the airport and city. The airport is of significant importance to the Leeds City Region economy, contributing £100million a year, and is one of the fastest-growing airports in the UK.

The current 3.3 million passengers per year is predicted to rise to 9 million by 2050. To support the future growth of the airport and to address current congestion issues, three options have been put forward:


A. Building of a new road from the A65, running along the eastern edge of the airport before joining the A658 to the north. This is the most expensive estimated to cost up to £75million.

B. Building a new road that follows the same initial path from the A65 running between Rawdon and Horsforth but runs to the south west of the airport before joining the A658. This is expected to cost up to £50million.

C. Upgrading the existing A65 and A658 around Rawdon and Yeadon to the airport. This would see junctions upgraded and where needed some road widening. This is the least expensive option costing up to £15million.


An initial period of public consultation around these three options was held between 23 November 2015 and 26 February 2016. We are currently in the process of analysing the results of this consultation and will provide feedback on this in due course.

The scheme is going to be funded through the West Yorkshire Plus Transport Fund and we are leading on planning and delivery. It is hoped the chosen scheme will be completed during 2023.

Yes, if either of the first two options is chosen the new road will pass through green belt land and a special landscape area. Measures would be included to limit the impact on the local environment.​

Click to expandWhy not build a rail link instead?

The road proposal forms one part of the longer-term planning for the airport.  All parties are continuing to examine a possible rail link but it would form a part of the longer-term access planning.

Improving road access has been prioritised as the first short to medium-term step for aiding the growth of the airport and resolving current congestion issues. All the indications are that road access will remain a key element of providing access to the airport.

Apart from improving road access to the airport, which is likely to generate more traffic as it continues to grow, the options aim to reduce existing issues caused by peak-time congestion by helping to filter vehicles either along the new link road or more effectively along a wider and improved A65/A658.​

Yes, it has been considered, but the costs of tunnelling, especially if passing beneath the airport, would be prohibitive. Should a new link road proceed it is possible that such measures could be considered to reduce the environmental impact.

​There is a possibility the scheme may have an effect on local property prices, however this will not be known until a preferred option is selected.

Should the option to upgrade the existing A65/A658 be selected there could be an impact on properties at the roadside, especially if road widening measures were identified. In either situation detailed discussions would take place with property owners likely to be affected. Procedures for compensation in the event of property devaluation are in place as stated by part 1 of the Land Compensation Act.​

Click to expandWhat happens after the initial public consultation?

​​​The initial period of public consultation ended in February 2016. The responses to this consultation are currently being analysed and will inform discussions with the West Yorkshire Combined Authority. An outline business case will then be submitted for formal consideration.

A preferred option is then expected to be put forward for further consultation, before a planning application is prepared.
