Addressing community concerns about speeding

Leeds Vision Zero Board, the West Yorkshire Vision Zero Partnership and West Yorkshire Safety Camera Partnership are committed to preventing deaths and serious injuries on the roads in West Yorkshire. Excessive and inappropriate speed is one of the fatal five behaviours, which are the main factors contributing to fatal collisions. We recognise the anti-social and intimidating impact of speeding on local communities, affecting the perception of and actual safety on our roads.

West Yorkshire Police promote safe speeds by enforcement action at locations of concern. This work is complemented by the West Yorkshire Safety Camera Partnership, who promote safe speeds using an evidenced based approach, by enforcing speed limits across the road network at known casualty hotspots, and at other locations where there is evidence of risk associated with speed. The Partnership can enforce speeds at community concern sites where traffic data shows there is evidence of speed limit non-compliance.

The use of speed cameras is just one tactic to improve speed compliance and may not necessarily be the tactic of first resort. Other possible interventions that may be considered include education and publicity, changes to signage, introduction of traffic calming and other localised Police enforcement options.

How do I report concerns

What happens next

First, we will review existing speed data and recorded injury collision data to see if a problem exists.

  • If the criteria for enforcement action by the West Yorkshire Safety Camera Partnership is met, a formal assessment will be requested.
  • If the assessment finds that the location meets the criteria for camera deployment and the location is suitable for camera enforcement (i.e. there are the required sight-lines, available parking etc), the Safety Camera Partnership will commit to attending the site on at least three occasions, and the site will be reviewed on an ongoing basis by the relevant highway authority in cooperation with the Safety Camera Partnership.
  • If the criteria for enforcement action by the Safety Camera Partnership is not met, but there is evidence of some level of speeding, the speed data will be forwarded to the Local Neighbourhood Policing team for them to consider their own enforcement action.
  • If the data shows that an engineering solution may be required (for example traffic calming), then a business case will be prepared and presented for funding consideration from Leeds City Council.

How long does an assessment take

Unfortunately, we are unable to advise of the expected time by which an assessment will be carried out, due to the number of ongoing submissions across West Yorkshire.

If you have written to the council regarding a speeding concern, you will receive a reply detailing the findings of the investigation and next course of action. Camera enforcement may not be possible at every location and in some circumstances other interventions maybe be tried first.

Will I be informed that enforcement will take place

If a site meets the criteria for enforcement, we will not normally notify you. This is in line with our approach where safety cameras may be deployed with or without the use of speed camera warning signs. We aim to reduce risk by always encouraging safe speeds on the road network, regardless of whether drivers expect enforcement.

How long will enforcement take place

The Safety Camera Partnership cannot guarantee how long enforcement will take place, due to the need to respond flexibly to concern sites across the county.

Community concern sites may benefit from intensive enforcement over a short period of time, followed by a longer period before enforcing again, so that the Safety Camera Partnership can improve driver behaviour in as many locations as possible.

The purpose of enforcement at community concern sites is to improve speed compliance. While the partnership will commit to visit the site at least three times, if our data shows the problem has improved as a result, we may decide to focus resources on other areas with greater risk.

It is important to note, that the above process does not prevent localised Police enforcement action being undertaken.

Can I report a site again if it does not qualify

To proactively address the risk caused by inappropriate speed on our roads, the Safety Camera Partnership can only enforce sites where there is evidence of non-compliance with the speed limits, in line with the criteria. This allows resources to be used for areas of greatest risk.

How do I report other concerns about roads or drivers behaviours
