Planning policy

We are responsible for preparing planning policies that guide how land is used and developed across Leeds.

Planning decisions are currently made using the Adopted Local Plan. We are also preparing a new Leeds Local Plan, which will replace the current Local Plan once adopted.

Adopted Local Plan

The Adopted Local Plan forms part of the statutory development plan for Leeds district and is used to determine planning applications.

It sets out the council’s vision, strategy and planning policies for the district and should be read alongside other planning documents. 

While a new Local Plan is being prepared under the latest planning system, the policies on this page remain the basis for planning decisions. To view how policies apply to a specific site, see the Policies Map.

Previous timetable 

The Local Development Scheme previously set out the timetable for preparing planning documents.

Under the new planning system, this has been replaced by a Local Plan timetable.
