Planning policy

We are responsible for preparing the Local Plan, which guides future growth in Leeds and is used to decide where and when development takes place.

Planning decisions are currently made using the Adopted Local Plan. This is made up of a number of documents that must be read together, including the Core Strategy, Site Allocations Plan, Aire Valley Leeds Area Action Plan, Natural Resources and Waste Local Plan, and Saved UDP Policies.

We are also preparing a new Emerging Local Plan, which will replace the Adopted Local Plan once it has been consulted on, examined and adopted. The new proposed plan period is 2024 to 2043.
