** The SPG3 'Affordable Housing Policy Guidance Note' refers to developments of one hectare and/or 25 dwellings or more being used as a threshold above which affordable housing is required as set out in Circular 6/98.PPS3, published in November 2006, cancels Circular 6/98 and suggests a minimum threshold of 15. The threshold of 15 now applies to all applications for planning permission, ie any development of 15 or more dwelling units will be eligible to provide affordable housing in accordance with local policy.
