Planning application forms, guidance notes and validation criteria

Please note:- from 31 July 2014 the fee for prior notifications Class MB change of use from agricultural building to dwelling with building work and Class IA change of use from A1 and A2 to dwelling with building work is increased from £80 to £172.

New Prior Notification Procedures from 6 April 2014 

For full details please refer to the Town and Country Planning (General Permitted Development) (Amendment and Consequential Provisions) (England) Order 2014. You will need to formally apply to us submitting the relevant information (see Notifications below and Documents part of the page for Prior Approval and Notifications forms). There is a fee of £80 or £172 if they include building work for each prior approval application.

There is also new legislation for Certificate of Lawfulness of Proposed Works on a Listed Building.

 

General guidance
There are different forms depending on the type of application you are making and you may need to complete more than one. There are guidance notes for each type to assist you. You can also apply online.  Please note we do not accept applications on CD/DVD or by email.

Validation criteria are also provided for each application type which list what you need to submit with your application for it to be valid in Documents. If you do not provide the information needed or explain why it's not been provided, your application will be invalid and not dealt with. There is also other useful information and links to other websites which will help you complete your application.

You will need to submit the original plus 1 copy of the application form, plans or drawings and other information.  Please note we do not accept applications submitted on CD/DVD or by email.

Where to send planning applications
Please send your planning applications to Planning Services, Leonardo Building, 2 Rossington Street, Leeds,
LS2 8HD.

Application fees
Most applications will also require a fee.  Full details of fees are available from the Documents part of the page.

Ownership
If, 21 days before the application, you were not the sole owner of any part of the land, you will need to formally notify the owners of the land. You do this by completing either Notice No.1 or No.2 on the Documents part of the page and sending it to anyone who was the owner, or part owner, of any part of the site.

Householder applications
Please refer to the Related Page for applications for extensions to houses or bungalows or for domestic garages or other development in the garden of a house (but not flats). This is also the place to look for Prior Approval for larger single storey rear extension application forms and completion forms.

Full planning applications

This form should be used for all other applications for full planning permission or to demolish or partially demolish most unlisted buildings (including outbuildings, boundary walls, gates and fences) in a Conservation Area. The validation criteria and a guidance note on need for permission for Dwelling Houses and Houses in Multiple Occupation is available from the Documents part of the page.

Tree Works

Prior Approval for changes of use for Class J from offices to dwellings, Class K state funded schools and Class M flexible uses in agricultural buildings, Class MA agricultural building to state funded school/registered nursey, Class MB agricultural building to dwelling, Class IA Class A1 and A2 to dwelling. 

Prior Notification for change of use Class D (A1-5, B1, D1 & 2 to A1-3 and B1) and Class M (agricultural under 150 metres) to flexible use - fee of £172 for Class MB and IA and £80 for all others.

I already have a 2 storey rear extension, can I extend this to 6m under the new rules?

No, the new rules only apply where the extension is single storey up to 4m high.

I have an existing single storey rear extension, can I extend this to 6m under the new rules?

Yes, you can apply to extend upto 6m for an attached property or 8m for a detached property providing it is under 4m high.
