Local Land Charges

NEW Con29 Form from 04 July 2016

From Monday 04 July 2016 we will implement the 2016 version of the Con29 Form.

Any search requests submitted after 05 July 2016 without either the 2016 Con29 Form or our updated Search Request Form will be rejected.

To obtain information from us in respect the Local Land Charges Register and the Con29 (Enquiries of the Local Authority) you can use the one of the methods shown below:

  • Official Search service – submission of official search form(s) and required fees or

  • Making a Personal Search of the Local Land Charges Register (available for pu​blic inspection, no fee payable) and/or

  • By making the request under the Environmental Information Regulations (EIR) (for data that would be used to answer enquires referred to in Con29R/O Forms)

Official Search Services – Fees charged

Search of the Local Land Charges Register – Form LLC1 This reveals all registrable charges e.g. financial charges, tree preservation orders, conservation area orders, smoke control and planning applications (which have been approved with conditions from 1 August 1977). As part of the official search service all entries, including planning applications are checked to ensure that they relate to the property/site in the original search request. Enquiries of the Local Authority (2007 edition) – Form Con29R

Enquiries 1 to 3 deal with enquiries relating to planning, highways and environmental services which may affect the property or land. Relevant information is interpreted and analysed, and the responses are checked by various teams across the council.

Optional Enquiries of the Local Authority (2007 edition) – Form Con29O

Enquiries 4 to 22 are charged for individually and we will only reply if the applicant places a tick in the appropriate box on the front of the form. You will need to send two copies of each form to our office with the fees.

All the above products are supplied with the assurance that relevant background information has been interpreted and analysed where necessary, and that responses have been checked by officers of this council. You will normally get your results within 2 to 3 working days.

Leeds downloadable search request form

You can submit search requests using Forms LLC1 and the Con29R/O through the post or e-mail. To make it easier to submit searches direct and reduce paperwork, we have created a Leeds City Council search request form. This is a shortened version of the LLC1 and Con29 that contains all the information we require to process a search. The form and guidance in PDF format can be downloaded from the Documents section.

Paying for searches

As of 01 February 2016 we operate an invoice system and prepayment is no longer required.

Send your search request through the post or email and you will receive either a telephone call or an email confirming the fee you will be required to pay.

If you confirm to us (by phone or email) that you are happy with the fee, search processing will commence. You will then be sent an invoice within a few days. If you would monthly invoicing please let us know and we will make the necessary arrangements.

Personal Search of the Local Land Charges Register – public inspection

Any member of the public can carry out a Personal Search of the Local Land Charges Register. No fees are payable for inspection. It is the responsibility of the individual carrying out the Personal Search to make their own notes (you can request a printout or have the results emailed to you at no charge). To carry out a Personal Search you will need to visit the Local Land Charges office at the following address:

Copies of Personal Search results

Please ask a member of staff when attending this office. Alternatively please email personalsearch@leeds.gov.uk quoting the search number(s). The results will be emailed back to you.
