Core Strategy – Pre-submission Changes

​The Core Strategy Pre-submission Changes is the next step in adopting a plan which will set out the Council’s vision for the future development of Leeds over the next 15 years.  It addresses a wide range of environmental, social and economic considerations in order to address the challenges and opportunities which Leeds faces. The Core Strategy is shaped by a range of policies, including the Vision for Leeds (Community Strategy) and national guidance.

The Core Strategy Publication Draft Pre-submission changes has been developed following a series of past consultations and publications.  These have included Informal Consultation in 2006, publishing Issues and Alternative Options in 2007, the Preferred Approach in 2009, and informal consultation on housing growth in summer 2011 and the Publication Draft in February 2012.

This is an opportunity for you to make representations on the ‘soundness’ of these further changes, prior to the submission of the DPD for independent examination.

An independent Inspector will examine the plan against the ‘tests of soundness’, which require it to be

  1. Positively prepared,
  2. Justified,
  3. Effective and
  4. Consistent with national policy.

If you wish to make representations about the Core Strategy Publication Draft Pre-submission changes, these must be made in writing within the 6 week period between 7th January 2013 till 18th February 2013 (5PM).

Any representations made, will form part of the submission process to the Secretary of State for consideration as part of the examination process. 

Next Steps

The Council intend to submit the DPD for Independent Examination in late Spring 2013.
