Leeds City Council is offering for sale an affordable housing development opportunity located within the suburb of Holt Park in North Leeds.

The disposal is ring-fenced to Registered Providers only with bids not qualifying from developers who are not registered with the Regulator of Social Housing. Proposals must embody 100% affordable housing provision. Proposals can include affordable extra care provision.

Site location

The site as shown edged red on the site plan, measures approximately 3.27 hectares (8.07 acres) and is located within the Holt Park area of North Leeds.

Holt Park is situated 5.5 miles to the north of Leeds city centre, off Farrar Lane and is accessed from Otley Road (A660).

The site is the location of the former Ralph Thoresby School and a tarmacked surfaced existing car park. The site is brownfield in nature.

The site provides access to an adjacent public house and adjacent tennis courts. Any development proposals need to preserve access to those properties.

Planning and design

The land is allocated for housing in the Site Allocation Plan and is covered by references HG2-33, HG2-34 and HG1-59.

The site is within the setting of a Grade II listed building so this must be given consideration when considering the density, massing and design of housing.

The land has mature tree coverage to parts and the whole site is covered by a Tree Preservation Order, therefore any development proposals should consider the treatment of trees on the site.

Highways

Vehicular access to the site should be taken from Farrar Lane at its circulatory bus terminus road and should be laid out in accordance with the requirements of Leeds City Council's Street Design Guide.

A layout of the required supporting road infrastructure is available on request.

An appropriate level of off-street parking must be provided, which must meet the guidelines of Leeds City Council for residential developments.

Parking will need to be provided for the public house and adjacent tennis courts. There will be an obligation to provide a single bank of car parking spaces within any proposal at the eastern end of the site to support use of the adjacent tennis courts.

Vehicular and pedestrian access to the existing High Farm Public House must be preserved in any layout.

Tenure

Freehold with vacant possession upon completion. Note, vehicular and pedestrian rights of way will be reserved in favour of adjacent High Farm Public House and adjacent tennis courts.

Fees

The purchaser will contribute to the Council’s costs based on 4% of the gross sum offered in addition to the purchase price.

VAT

VAT will not be charged on the purchase price or fees.

Strictly unconditional offers for the site are invited by Registered Providers on a market competitive basis for the purchase of the site unconditionally.

All bids must be strictly for 100% affordable housing scheme but with primary consideration given to the financial level of bid.
