It is partly about procedures, policies, documents and management arrangements that are in place to administer and control the organisation, including its finances and delivery of services. It is also about the organisation's relationships with its stakeholders and the aims and objectives of an organisation.

The AVHL Board have adopted the “The Chartered Institute of Public Finance and Accountancy (CIPFA) and the Society of Local Authority Chief Executives (SOLACE) framework for Delivering Good Governance and best practice

- effective risk and financial management
- investing in the skills of the Board and staff to ensure good conduct and the right behaviour.
