eForms platform accessibility statement

This accessibility statement applies to online forms published on the eforms.leeds.gov.uk domain.

This website is run by Leeds City Council. We want as many people as possible to be able to use this website. That means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software

Mandatory fields are not always indicated

Forms should provide clear instructions or labels that identify the controls in a form so that users know what input data is expected. This is not always applied throughout forms. This fails WCAG 2.2 success criterion 3.3.2 Labels or Instructions.

Empty and incomplete fields not highlighted together

Empty/incomplete fields should be highlighted together, empty fields are being highlighted one at a time, and separately from any errors entered. This fails WCAG 2.2 success criterion 3.3.1 Error Identification, 3.3.3 Error Suggestion  and 4.1.3 Error Suggestion.

Hint text is not always provided for errors

When information is needed in a specific format, the form should provide an example of the format, this is not always included in the forms. This fails WCAG 2.2 success criterion 3.3.1 Error Identification, 3.3.3 Error Suggestion  and 4.1.3 Error Suggestion.

Autocomplete attributes missing for contact information

The autocomplete attribute allows the ability to pre-populate form fields with user-preferred values. It helps those with dexterity disabilities who have trouble typing, those who may need more time, and anyone who wishes to reduce effort to fill out a form. These attributes are not present for fields like name, address, email or phone number entry. This fails WCAG 2.2 success criterion 1.3.5 Identify Input Purpose and 3.3.7 Redundant Entry.

Time input changes with no message to users

For keyboard users, if numbers 3 to 9 are typed in the hour section, it moves straight onto minutes side and types the second character there. Anything from 24 to 29 defaults to 23 with no message to users. When changing any content automatically, this should be announced to users. This fails WCAG 2.2 success criterion 3.3.1 Error Identification and 3.3.3 Error Suggestion.

What we're doing to improve accessibility

We are investigating the time input changes issue further. Timescales will be provided once confirmed.

The remaining accessibility issues will be fixed by early 2025.

Disproportionate burden

Leeds City Council believes all content should be accessible for everyone. We do not currently intend to claim disproportionate burden for any website content.

Content that's not within the scope of the accessibility regulations

Leeds City Council intends to make all our content accessible.
